Delhi chief minister Arvind Kejriwal has called upon opposition parties to block in Rajya Sabha the bill to replace the ordinance promulgated on Friday to neutralise the Supreme Court verdict that gave the Delhi government control over bureaucracy in the national capital, but the BJP leadership seems hopeful of clearing the numbers test in the Upper House with the support of YSR Congress and BJD.
